GILLING WEST PARISH COUNCIL.
Minutes of meeting held in the John Ross Suite on Wednesday 18th March 2009 at
6.15 p.m.
Present: Cllr. Brian Metcalfe -- Chairman.
Cllrs. D. Allison, M.Gauntlett, M. Howarth and
P.Metcalfe,
Mrs. S.M. Hillary – Clerk.
Mrs. Ann Wells – newly appointed Clerk.
The minutes of the meeting held on the 3rd Dec. 2008, having been circulated
were confirmed and signed.
Arising from the minutes:
New footpath – High Street – The Chairman reported that he had spoken to
Mr. I. Beighton and that the height of the kerb on this footpath would not be
altered at the present time.
Hanson Quarry Lorries: It was noted that the number of lorries traveling
through the village had fallen significantly and confirmation has been received
from Hanson that a rule will be enforced for future contracts that lorries will
have to use the A1 road.
Village roadside nameplates: Cllrs. D. Allison reported that the new
nameplate on Hartforth Road was now in place. The account for this has not yet
been received.
It was noted that the Richmond road nameplate is in need of repainting and
consideration of replacing this may be discussed in the near future.
Overhanging branches near bowling green:
Coun. D. Allison has carried out some pruning to these trees. More pruning
will be carried out in the near future.
Hartforth Footpath: The Clerk reported that she had received an up-date
e-mail from Andrew Brown. It is the opinion of the County Council footpaths
department that a new bridleway bridge will have to be located in a different
position to the previous concrete bridge. This will require a legal diversion
of the bridleway which could take up to six months in consultation with the
Ramblers and British Horse Society.
‘Bus Shelter Footpath Map: The Clerk had received a new footpaths map
from the County Council footpaths dept. for the frame and Cllr. D. Allison
reported that Mr. M. Stafford had completed the necessary work and the map was
back in place on the ‘bus shelter. There was no charge for this work from
Mr. Stafford.
The Clerk to write and thank Mr. and Mrs. Stafford for this very generous gift.
Christmas festivities: This was a very happy occasion once again and
the extra lights were a great improvement. Thanks expressed to Cllrs. David
Allison and Paul Metcalfe.
C.E. Electric U.K.: Cllr. M. Howarth gave an up-to-date report on work
regarding a Priority Service Register in this community. The Chairman reported
on Cllr. M. Howarth’s report on a helpline if there is an electrical fault in
the parish.
Flooding: Coun. D. Allison reported on the recent work carried out by
the Environment Agency. They have undertaken to desilt the third arch annually
during June and July. The work to be carried out on trees near Oswin Grove
will be carried out by the Richmondshire District Council. Mr. Garry Hudson
has informed the Clerk that eight trees will be pruned and seven removed on the
bank side at Oswin Grove. Cllr. D. Allison also mentioned the problem of the
Catchwater drain which is a matter of concern and would be discussed at the
Annual Parish Meeting.
Millennium Field: It was agreed that Cllr. D. Allison would speak to
Mr. Steve Keeney tonight as to the trees on the bankside of the beck would are
very close to electric wires and are in need of attention.
Goal posts: The Clerk reported that Mr. Garry Hudson had promised that
these posts would be put in the playing area at Anteforth View by Friday, 20th
March.
Pumping station hedge: The hedge surrounding the pumping station has now been
cut by Mr. Paul Bradley.
Planning Applications: The Clerk reported the results of planning
applications received since the last meeting. Cllr. David Allison reported on
the result of the planning application for proposed employment park land south
west of Scotch Corner.
Correspondence:-
V.A.T. refund:- The Clerk reported that she had prepared the V.A.T.
return and a cheque had been received from HM Revenue and Customs amounting to
£921. 39.
Scrutiny Letter: The Clerk reported the receipt of a letter from
Penny Hillary, Review and Scrutiny Officer asking the views of the Parish
Council as to the availability of activities for the over 50’s in the area and
the help given to people who need to visit hospitals for appointments etc. and
have no transport of their own.
The Clerk passed recent correspondence to Mrs. Ann. Wells who has taken over
from her as Clerk of the Parish Council .
Any other business:
Cllr. M. Gauntlett reported on the bad state of certain gardens near the
beckside at Anteforth View.
Date of next meeting:- It was resolved that date of the next meeting
be held early in May possibly on Wed. the 13th May at 7.30p.m. which will be the
Annual Parish Council Meeting.
