GILLING WEST PARISH COUNCIL.
Minutes of meeting held in the John Ross Suite on Wednesday 3rd December 2008 at 7.30p.m.
Present: Cllr. Brian Metcalfe -- Chairman.
Cllrs. D. Allison, M.Gauntlett, M. Howarth and P.Metcalfe,
Cllr. W. Heslop - Richmondshire District Council.
County Cllr. M. Heseltine.
Mrs. S. M. Hillary - Clerk.
The Chairman welcomed everyone to the meeting and thanked Cllrs. for all work carried since the last meeting.
The minutes of the meeting held on the 10th September, having been circulated were confirmed and signed.
Arising from the minutes:
New footpath – High Street – The Chairman reported that, due to the shortage of money, no further work had been carried out to the footpath. The work will be done in order of priority by the Highways Authority.
Hanson Quarry Lorries: Cllr. M. Howarth stated that the number of lorries traveling through the village had fallen significantly and confirmation has been received from Hanson that a rule will be enforced for future contracts that lorries will have to use the A1 road.
War Memorial: The Clerk reported that J. Pickard & Son have completed work to the War Memorial prior to Remembrance Sunday.
Village roadside nameplates: Cllrs. D. Allison and P. Metcalfe undertook to replace the Richmond road nameplate and the Clerk reported that the nameplate for Hartforth road had been ordered.
Overhanging branches near bowling green:
Coun. D. Allison has carried out some pruning to these trees and undertook to establish what further work is required.
Hartforth Footpath: It was noted that this footpath is due to be reopen by the end of February.
‘Bus Shelter Footpath Map: Cllr. D. Allison agreed to take this frame down and ask Mr. M. Stafford if he can do the necessary work. The Clerk to request a new footpath map from Mr. Peter Penny.
Christmas festivities: The Clerk undertook to ask the Zetland Estates once again for their gift of a Christmas tree. It was agreed that Cllrs. D. Allison and P. Metcalfe spend up to £100 for new Christmas tree lights for the Parish Council.
C.E. Electric U.K.: Cllr. M. Howarth gave an up-to-date report on work regarding a Priority Service Register in this community.
Flooding: Coun. D. Allison reported on the recent work carried out by the Environment Agency. They have undertaken to desilt the third arch annually and will address work to be carried out on trees near Oswin Grove which need pruning.
Flood prevention work at the entrance to the Cricket Field was discussed and it was agreed that Paul Bradley should be paid for work already carried out.
Goal posts: The goal posts no longer required by the football club have been donated to the playing area near Anteforth View. The Clerk was asked to write a letter of thanks to Mr. Porritt for this generous gift for the for the young people
of the village.
Pumping station hedge: Cllr. W. Heslop undertook to ask Paul Bradley as to the trimming of this hedge.
The Clerk’s resignation: Discussion was held on suitable venues for advertising the position of Clerk of the Parish Council.
Planning Applications: The Clerk reported the results of planning applications received since the last meeting.
Correspondence:-
The Angel Inn – application to vary a premises license under The Licensing Act, 2003.
The Clerk reported the receipt of the above application from the Environment Unit, Licensing Section of the Richmondshire Distrit Council.
After discussion it was agreed that the licensed activity to be carried on at the Angel Inn should be the same as those applied at the White Swan. It is the opinion of the Parish Council that there should not be any type of music (live or recorded) after 12.00 midnight. The provision of music after this time would be very disturbing to neighbours and elderly people living at nearby Oswin Grove.
Scrutiny Report: The Clerk reported the receipt of the Scrutiny Committee report into “Out of Hours services” in Richmondshire which was passed round the Cllrs. for information.
Any other business:
Street Light – near ‘Bus stop: The Clerk reported on action taken with the Street Lighting Dept. at County Hall as to length of time taken to replace this light. A new lantern has been ordered and will be fitted, hopefully in the very near future.
Flood prevention work – Anteforth View: Mr. David Gardener attended to meeting to explain his work carried out to prevent flooding to the houses at Anteforth View close to the beck. The Parish Council asked Mr. Gardener to go ahead and find out the cost of this work and they will explore the matter of payment.
Date of next meeting:- It was resolved that the next meeting be held on 18th March which will at 7.00 p.m. to be followed at 8.00 p.m. by the Annual Parish Meeting.
