SPEED LIMIT

1930 - It was prposed at a Parish Council Meeting that the County Council be asked to consider setting a 'motor speed limit through the village to 10 miles per hour'. A subsequent reply indicated the the Council 'was of the opinion that traffic does not travel faster through the village than any other villages, and cannot recommend the Highways and Bridges Committee to limit the speed.'

1937 - It was agreed that the Minister of Transport be written to with a view to imposing a 30mph speed limit in the village. No reply appears to have been minuted.

1950 - The County Council stated that after consulting with the Chief Constable they could not agree that the village should be subject to the speed limit. It was agreed that further action be taken at a later date.

1959 - A traffic census taken on August 3rd noted the following rates of vehicle movement in the Village:

2.15-3.15pm - 102 cars; 11 motor cycles; 4 cycles

6.30-7.30pm - 131 cars; 12 motor-cycles; 12 cycles.

The County Council stated they could not grant a speed limit.

1966 - A request was made at the Annual Parish Meeting for a speed limit through the Village. The Chairman stated this cannot be as the Police Authorities cannot enforce this. A speed limit was also requested for down Millgate.

1971 - Following the death of a man knocked down and killed by a car travelling through the village, the matter of a speed limit had been raised with the Road Safety Committee when it was stated that a review was going to be made of existing speed limits and new regulation brought into force. Mrs. Nelson stated that although Gilling is one the list for a speed limit, she did not expect the prospect of obtaining one very good as the Police were do not encourage speed limits. If a speed limit cannot be obtained, Mrs. Nelson had asked that 'Slow' signs could be erected at each end of the village.

1976 - The refusal of the Police to establish a 40mph speed limit through the Village was reported and referred to the County Council. The Parish Council included reference to its need in observations invited by the County Council who were drawing up a North Yorkshire Structure Plan.

1983 - The Parish Council had renewed their effort to obtain a speed limit with the result of the implementation of a 40mph speed limit through the Village and a 30mph restriction for Millgate and Oswin Grove.

1985 - The Parish Council had approached the County Council with a view to a 30mph speed limit to replace the 40mph limit. It was the opinion of the County Council that 40mph limit was more appropriate for Gilling.

1990 - The Parish Council had made a further request to the Police to introduce a 30mph limit through the Village.

1994 - Mr. Richard Tonks enquired about the possibility of changing the speed limit to 30mph.

1995 - Cllr. Heseltine reported that the Police were to make speed checks. A petition had been raised by numerous local residents and forwarded to the County Council.

1996 - 30mph speed limit introduced.

2004 - The Police have promised to carry out regular speed checks thgrough the village at times suggested by the Parish Council and also to erect matrix boards at either end of the Village to immediately record the speed of vehicles. The Countyu Council have also been asked to provide 'Slow Down' road markings on the entrance road to the Village.
